Crazie underpayment (or maybe not?)
Very good 1860 SG40 1dRed brown + SG68 6d lilac MANCHESTER to LEGHORN (Livorno). Accepted for postage with 7d total franking and marked INSUFFICIENTLY PAID at Foreign Branch.
Then manuscript surcharge in Tuscan crazie would have been applied on arrival in Leghorn (Livorno).
I believe the conventions that would have applied at the time meant underfranked mail arriving in Tuscany via France would likely have been treated as an unpaid letter from France and surcharged accordingly in Tuscan Crazie.
As of 1858 the correct single letter rate to Kingdom of Tuscany from GB had been reduced from 1/4 to 7d following unification with Sardinia. But looks like someone at the FB in London didn’t get the memo.
